How do I get the Fn (function) on back to normal on my laptop?

Probably just a software bug. Compaq computers aren't the most reliable. Personally I don't care for them. But the only solution is to just restart the computer. Unless you have a program that lets you calibrate the keyboard or something. If you do, try that. Otherwise restarting is probably your best bet.
