My son was committed to dys for a tressping charge that was then dropped but not the punishment.?

tressping in the park after dark 6p;m that was dismissed bec`ouse he never entered the park and it was 5;30 ...but they kept hi in dys until 18yrs old so it;s been a hard 3 yrs. was this legal/right/fair???
